If you're collecting money for a registered charity or any other good cause, you can apply to collect at Tube stations. For this you need to send off:
•Your name
•Your address
•Your phone number
•The charity's name
•The charity's number
•The name of your contact at the charity
•When and where you want to collect
TFL will check what stations are available. Once they've agreed you can collect, you’ll receive a Charities Collection pack. This includes a letter of authority, which allows you to collect on the dates and at the stations listed. TFL will also let the station supervisor know you're coming. http://www.tfl.gov.uk/businessandpartners/commercialopportunities/1239.aspx
For Street collections
In Greater London – You will need to get permission from the Met. Outside of London it is the local authority.
In London - a permit is required by anyone collecting money or selling articles for charitable purposes in a public place and it is an offence to hold a collection without one. Permits are issued in London by the Commissioner of Police. The rules governing their issue and the conduct of collections are contained in regulations made by the Secretary of State.
There are different things you’ll need to think about depending on if you are a student, what borough you’re part of etc.
There is lots of helpful information here http://www.met.police.uk/charities/streetcollection.htm
Each Local Authority has its own rules, contact your local one for advice on how to apply.
